Tipperary Co Board Update Rúnaí a chairde,
Following on from the recent Governments relaxation of Covid 19 restrictions Croke Park this week circulated their own update for clubs.
Tipperary Co. Board would now like to clarify our position by highlighting a few areas arising from these updates.
Brief Summary of measures from June 7th up to July 5th.
- Competitive games permitted at all levels with "Return to Play" protocols strictly enforced.
- 100 spectators allowed at games in addition to players, backroom, stewards and media.
- Dressing Rooms must remain closed.
- Club Gyms are not available to club players at the moment.
- Drive in Bingo and Cinema are now permitted.
- Indoor meetings are still prohibited.
Co Leagues and Completing 2020 Championships
Starting next week our games will commence with the Co Hurling Leagues and County Board will adopt a similar criterion as it did in 2020 as follows.
- There will be no cash at gates so every game will be a ticket event.
- Tickets for all Co League games will be €5 each and the 100 tickets will be made available initially 60% home team and 40% for the visiting team.
- Tickets for the outstanding 2020 Co Championships games will be €10.
- Our gate checkers will be present with scanners at all forthcoming County League/Championship gates supported by club and county supervisors.
- Hosting Clubs are requested to have stewards on duty prohibiting unauthorized entry.
- With 22 Co Hurling League games provisionally fixed for Sun June 13th at 12 noon, we hope clubs will reach agreement to spread these games across the weekend to facilitate our gate control measures (please note Tipp SH play Waterford at 1.45pm on TV that same Sun).
2021 Passes
For the Co Leagues and the completion of last year's Co Championships only, 2020 passes will be accepted but can only be used to attend the holder's own club's games. These passes can be shown to the gate checkers to gain admission, but these concessionary passes are non-transferrable so only the holder can use them. Where the maximum 100 tickets are sold for a game passholders from non-participating clubs will definitely not be allowed entry. We will endeavour to have the new 2021 concessionary passes delivered out before the commencement of the 2021 championships. Other than these concessionary passes for specified personnel, there will be no other season tickets on sale for the 2021 championships.
Players Injury Scheme...full details on email received by clubs from Communications Croke Park on Tues June 1st this week at 11.31am.
All clubs by now have received an email this week with details of their 2021 Players Injury Premium. I will clarify some details as follows.
- The 2021/22 Player Injury Fund term will run from 1st June 2021 to 31st May 2022.
- Injury cover will commence immediately once a player is registered as a member on the Foireann system.
- Payment of your clubs 2021/22 Player Injury Fund premium will be due by the 20th of Aug and invoices for team renewals are being issued this week. Claims for injuries before Aug 20th will only be entertained if the premium is paid by this date.
- Payments must be made via the Foireann system using Stripe which can be set up during the payment process.
- Clubs should amend their teams if necessary. Adult teams = €1,250 each; U20 = €250 each; Juvenile (U19) = €200 per team to a max of €1,200.
- Clubs who are due 10% Discount will only receive it if payment is made by Aug 20th. That is the so called "Early Bird" offer.
- Clubs with claims in recent years are being loaded with 10%, 50% or 100% surcharge depending on the level of claims made. e.g. Co Board teams claimed and received over €30k last year and we now have a 100% loading i.e. increased from €4,200 (which includes the 25%) to €8,400 this year.
Some clubs have queried the possibility of a refund for the U21H championships in 2020 which did not take place. This query was dealt with in the Club Funding Support Package emailed to clubs on 1/12/2020. The following is the relevant extract and I have also highlighted the related line below.
"It is fully acknowledged that our club fixtures programme was severely curtailed across 2020 with some club competitions not taking place and others not reaching their concluding stages. Despite the reduced playing activity time spent on our fields during 2020 the player injury claim costs have unfortunately remained constant and there is currently €8m in injury fund claims submitted and being processed for the current 2020 playing year. As part of the GAA’s club support funding proposal it is proposed that Central Council will not rebill clubs a supplementary charge to cover this current €2m shortfall but instead Central Council will underwrite this 2020 deficit. This will allow the fund to pay out as normal all the 2020 player injury claims as they arise and fall due. However due to the funds current deficit position it will not be possible to process refunds from the fund for 2020"
2021 P&L/Property Insurance Premiums
All Clubs should by now have received notice of a credit against their PL & Property Insurance bill for 2021. This arises from the survey you submitted earlier this year for the Club Funding support scheme provided by Central Council in conjunction with Sport Ireland. Over the next few weeks Tipperary GAA Clubs will receive notice of their premium for 2021 from Lár na Pairce, along with their charge for membership registration (€2 per member) up to May 31st. For most clubs their Insurance premium will be similar to 2020 less the credit from Central Council. When you receive notice of your nett amount to be paid, please forward a cheque to your Divisional Treasurer in early July, and they will co-ordinate the collection within their Division on our behalf.
Tipperary GAA Clubs Draw 2021/22
The Tipperary GAA Clubs Draw will hold the 8th of 11 draws this Fri night June 4th at 8.30pm live on Tipp Fm from Lár na Pairce.
- The 9th Draw is scheduled for Fri 25th June,
- 10th Draw on July 16th
- The final 11th Draw on Fri Aug 6th.
- This will allow an 8-week lead into a new draw commencing Fri Oct 1st.
Cúl Camps
GAA Kellogg's Cúl Camps will go ahead in Tipperary starting Mon June 28th. So far over 50 clubs have signed up with 4,000 young children taking part. For details contact your divisional GDA. asap.
New On-line Form for Challenge Games
With the return of challenge games, we would ask Clubs to submit all request using the new GAA Online Challenge Match form below. This same form can be used for all challenge matches regardless of age grade, code, level or where your opponent is from. If you have already applied for challenge games on the old forms please re-submit on-line on the new system.
